CareMedic’s executive advisory board offers guidance and wisdom to our executive team as we seek to realize our vision and mission for CareMedic’s role in the marketplace. The executive advisory board meets annually, and its members are available to provide input and direction as needed throughout the year.   Katherine Arbuckle

With more than 26 years of experience in health care financial management, Katherine Arbuckle has served as senior vice president/chief financial officer (CFO) for Bon Secours Health System since December 2006. As CFO, she functions as a strategic partner to the CEO, managing the financial operations of the organization and leading managed care operations and the supply chain. Arbuckle maintains the high quality and accuracy of the organization’s internal financial and accounting control systems, and provides financial leadership, strategy, and vision. She previously served as vice president, finance, at Ascension Health, as assistant vice president, finance/assistant CFO at St. Vincent Hospital and Health Care Center in Indianapolis, and as vice president, finance, with ClarianHealth Partners, Inc. Prior to working in health provider systems, Arbuckle worked for 15 years in public accounting at Ernst & Young and Bradley & Associates in Indianapolis, specializing in audit and consulting services for health care and health sciences. Arbuckle graduated cum laude with a bachelor of science degree in Accounting from Ball State University in Muncie, Ind., and received her CPA certification in 1983. A member of the American Institute of Certified Public Accountants, she has served on several boards and national committees, and is a presenter at national education seminars. 


  Richard (Dick) Blair, FHFMA

Dick Blair retired as the chief financial officer and treasurer of Allina Health System after 28 years of service, during which he held a variety of administrative positions. Prior to working for Allina, Blair spent 10 years with Arthur Andersen & Co. A past chairman of the national and state organizations of the Healthcare Financial Management Association (HFMA), he is a recipient of the national association's Frederick C. Morgan individual achievement award. He is also the recipient of the Distinguished Alumni Award from St. Cloud State University Foundation. Blair is currently chairperson of the board of Essentia Health System, Duluth, Minn., member of the board, chair of the finance committee and chair of the investment committee of Bon Secours Health System, Baltimore, Md., member of the board and chair of the audit committee of Catholic Health Association, St Louis, Mo., and member of the board and chair of the investment committee of St. Joseph Health System, Orange, Calif. Recently, he served as chair of the board of CHRISTUS Health, Dallas, Texas, member of the board and chair of the finance and audit committee of St. Cloud State Foundation, St Cloud, Minn., and president of St. Philip's Church, Fridley, Minn. Blair holds a degree in Accounting from St. Cloud State University, and became a CPA in 1967 and a Fellow in the Healthcare Financial Association in 1977.

In his 15 years with Bethesda Healthcare System, Bob Broadway, vice president, corporate strategy, has been responsible for strategic planning, community and governmental relations, marketing and sales, and business development, as well as developing the new Bethesda West Hospital. Previously he was CFO for a large community hospital, CEO of a large medical group practice, and Executive Director of a Physician Hospital Organization and Management Service Company. Broadway has been active in his community as a member of the Lions Club, Rotary, Sunfest of Palm Beach County, the Chamber of Commerce of the Palm Beaches, and was one of the founders of Leadership Palm Beach County. He currently serves on the board of the Law Enforcement Assistance Foundation and University of Miami Graduate School Advisory Council, and is vice chair of the South Florida Fair and Exposition. Broadway served as the national chairman of the Healthcare Financial Management Association (HFMA) for 2008-09, and has also served as chairman of the Florida Hospital Council AIF. He holds a B.A. in Accounting and Finance from the University of West Florida and an M.B.A. in Health Services Administration from the Executive Graduate Program Canadian School of Management, NOU. 

 
  Peter Maddox

Peter Maddox has more than 33 years of experience in the health care field, and prior to joining CHRISTUS Health, he was executive vice president and chief operating officer for Incarnate Word Health System (IWHS) in San Antonio. During his tenure there, he served as project leader for the creation of the co-sponsored health ministry between IWHS and the Sisters of Charity of the Incarnate Word in Houston that is now CHRISTUS Health. Before joining IWHS, Maddox was Vice President for Santa Rosa Health Care Corporation in San Antonio and for Healthplex, Inc., in Dallas, where he led the development of a preventive medicine and primary medical care clinic and aerobic fitness center. He also served as health programs administrator for the University of Texas Health Cancer Center M.D. Anderson Hospital, where he was responsible for the management, liaison, and coordination of institutional activities, programs, and research projects for the organization’s cancer prevention division. While at the University of Mississippi Medical School, he was responsible for developing a maternal/child health program utilizing certified nurse midwives throughout the six southeastern-most states. Maddox recently served on the board of directors of the Texas Hospital Association and as a board member and finance committee chairperson of the Catholic Health Association. He currently serves on the Finance Committee of Bon Secours Health System. Maddox holds a masters degree in public health from the University of Texas School of Public Health in Houston, and he received his undergraduate degree from Baylor University in Waco.


  Bonnie Phipps, FHFMA

Bonnie Phipps is currently President and CEO of Saint Agnes Healthcare (a member of Ascension Health) and is an Ascension Health Ministry Market Leader for the Baltimore Washington area. Prior to joining Saint Agnes in January 2006, she served as president and CEO of Saint Joseph’s Hospital in Atlanta; president and CEO of PROMINA Health System; and chief financial officer at DeKalb Medical Center and Egleston Children’s Hospital, also in Atlanta. Phipps is a certified public accountant, certified managed care professional and a fellow of the Healthcare Financial Management Association (HFMA). She served as HFMA national chairman in 1992-1993, and in 1996, received the Morgan Award, the highest award given by HFMA for individual contributions to the industry. She currently serves on multiple boards and has been a faculty member on several national programs. Phipps holds a Bachelors Degree in Business Administration, summa cum laude, and a Masters in Professional Accountancy, both from Georgia State University. She was inducted into the Georgia State University Business Hall of Fame in 2005.

Vincent H. Schmitz was recruited as senior vice president/chief financial officer for MultiCare Health System in June 2001. With over 30 years of experience in the healthcare industry, he previously served as senior vice president at Catholic Healthcare West in San Francisco, and was regional CFO of Mercy Healthcare Sacramento (7 hospitals and various medical groups) for 10 years. Prior to that, Schmitz was chief financial officer of Mercy Healthcare Bakersfield. A member of the Beta Gamma Sigma National Honor Society for Business, his professional affiliations include the Healthcare Financial Management Association (HFMA), for which he served as president of the northern California chapter. Schmitz received a Bachelor of Arts in Economics at the University of California, Santa Barbara, and a Master of Business Administration at California State University, Sacramento.

Don Wegmiller is Chairman and CEO of C-Suite Resources, a business intelligence advisory firm specializing in providing health care industry market intelligence to firms serving hospitals and health systems. Wegmiller also serves as Chairman Emeritus of Integrated Healthcare Strategies, the nation’s leading authority on executive compensation and physician compensation for health care organizations, and he previously served as the firm’s Chairman and CEO. As vice chairman and co-founder of Scottsdale Institute, he remains active with the organization, which has served the health care sector through its focus on collaborative efforts in Information Technology for the past 16 years. Wegmiller continues to hold policy positions in state and national health care associations. He has served on the boards of numerous publicly held corporations over the past 20 years, and currently serves on the boards of three public companies, two private companies, and two company advisory boards. From 1986 to 1988, he served as a chairman officer of the American Hospital Association, serving in 1987 as the organization’s chairman, its highest elected office. He also has been named a Fellow in the American College of Healthcare Executives (ACHE) and in August 2002 was named by Modern Healthcare as one of “Healthcare’s 100 Most Powerful People.” Wegmiller received both his bachelor’s and master’s degrees in health administration from the University of Minnesota.
